Why have we started using another category of tribes called the Particularly Vulnerable Groups (PVTGs) Why are they so called ? (2017)(150 words)

Dhebhar Commission has recommended for the implementation of ‘Tribal sub-plan’. There were two categories under it i.e. Modified Area Development Approach and Primitive Tribal Project. Thus, in 1973, this commission created Primitive Tribal Groups (PTGs) as a separate category who are less developed among the tribal groups. In 2006, the govt of India renamed the PTGs as Particularly Vulnerable Tribal Groups (PVTGs). These are the most vulnerable among tribal groups. E.g- Chenchu, Dongria Kondh, Birhor, Asurs etc.

Characteristics of PVTGs:

-Mostly homogeneous

-Relatively physically isolated

-Nearly 100% illiteracy

-Absence of written language

-Relatively simple technology etc


i)Population- The growth of PVTGs’ population is either stagnating or declining.

ii)Livelihood- PVTGs are mostly engaged in pre- agricultural activities such as food gathering, Collection of non- timber forest produce, hunting, livestock rearing, shifting cultivation etc.

iii)Health-The health status of PVTGs is in an awful condition because of various factors such as poverty , malnutrition , illiteracy etc.

Thus, the need was felt for their separate classification. To address all such issues, the scheme for development of PVTGs came into effect from April 1, 2008. Separate classification as PVTGs have directed more funds towards them.
