Some few points for references 

India followed the centralised planning system between the 1950s to 1990s and after the 1991 economic reform to 2014 the indicative planning system. Both do not give as much success as desired. Because there was a huge amount of divergence between the objective of the five-year plan and the need of the people at the local level. The planning commission was responsible for the formulation of five-year plans. Due to which planning becomes more like a bureaucratic exercise and the bureaucracy in planning does not follow the rational paradigm in the policy formulation. Thus government replaced the planning commission with NITI aayog in 2014. 

NITI aayog replaced a center-to-state one-way flow of policy by a genuine and continuing partnership with the states. The institution must have the necessary resources, knowledge, skills and, ability to act with speed to provide the strategic policy vision for the government as well as deal with contingent issues.

NITI aayog does not have the responsibility to formulate plans. The NITI aayog is acting strictly as a staff organisation to provide aid and advice to the council of minister. As a staff organisation, it has ensured coordination between center and states. NITI aayog gives the advice to governments about the functioning of the markets. It advises government regarding the functioning of regulatory bodies in the age of liberalisation. NITI aayog acts as a friend, guide and philosopher to state government. NITI aayog creates a knowledge, innovation, and entrepreneurial support system through a collaborative community of national and international experts, practitioners and other partners.

NITI aayog focuses on the process of governance while earlier planning commission was focused on the strategy of the governance. With the emergence, the planning will be more direct and adaptive to economic and social changes.
