JEE Main Counseling and Seat Allotment

The Joint Seat Allocation Authority (JoSAA) conducts the counselling sessions for granting admissions in the participating IITs, NITs, IIITs and GFTIs. It is set up to manage and regulate the admission of the joint seat allocation to the academic programs offered by 97 institutes for the academic year.

The candidates who have qualified in the JEE Main and Advanced examinations are eligible for counselling. These candidates are required to register for the counselling of JoSAA. The process commences soon after the declaration of the JEE Main 2019 results and will be organised through online mode.

The counselling process is conducted in seven rounds. The JEE Main result will be declared on 30th April 2019, and the counselling process will commence from June 2019. The 1st round of seat allocation will be done by the end week of June 2019 followed by other rounds in July 2019.

JEE Main Counselling Procedure

The JEE Main Counselling procedure consists of different steps.

  1. Online Registration Process and Choice Filling
  2. Selecting and Locking the Choices
  3. Declaring the Seat Allotted and Rank List
  4. Withdrawal of Seat Allotted
  5. Downloading the Seat Allotment Letter and Seat Acceptance Fee Payment and,
  6. Reporting at the allocated Institute

1. Online Registration Process and Choice Filling

After the JEE Main Counselling dates are declared officially, the candidates should register themselves for the IIT JEE Main counselling.

The registration process is done as follows.

  • Visit the official website of JoSSA and click on the login page.
  • In the login page, you have to enter the JEE Main 2019 roll number, password and security pin as shown on the screen. JEE Advanced 2019 qualified candidates should enter their respective password to login.
  • Click on the Login button to display the registration form.
  • Go to the ‘Candidates Profile’ tab, and the screen displays your details automatically retrieved from the JEE Main 2019 database.
  • Click on ‘Change Password’ link to change the password. This step is compulsory.
  • After verifying your details, you can make changes to your contact details by clicking the ‘Edit Contact Details’ link.
  • Verify all the details entered in the registration page and click on ‘Confirm registration’ button to submit the registration successfully.

2. Selecting and Locking the Choices

The candidate can fill up his choice of institute and courses in decreasing order of preference in the JEE Main counselling Form. The candidates are strongly urged to fill in as many choices of their interest as possible to maximize their chances of seat allotment as per their choice. Once locked, choices are not allowed to be modified.

The list of available choices is displayed as per the candidate’s eligibility.

  • JEE Main 2019 qualified candidates are eligible for admissions into IIITs, NITs and GFTIs through the JoSSA counselling
  • JEE Advanced 2019 qualified candidates are eligible for admissions into IITs along with the above-mentioned institutes

You can select and lock your choice of institutes and courses as follows.

  • Follow the above steps to login to the JoSSA website.
  • Rearrange the given options to make choices based on your preference.
  • After selection of preferred options, click on ‘I agree to lock my choices’ link.
  • After locking the choices, you can print out your confirmed choices by entering your roll number and password details.

3. Declaring the Seat Allotted and Rank List

The JoSSA authority decides on the allocation of the seat according to the candidate’s choices provided in the counselling form.

The following factors are taken into consideration for seat allocation and rank list:

  1. Category of the candidate (GEN, OBC, SC/ST, etc.)
  2. All India Rank (AIR) of the candidate as per the JEE Mains Rank List
  3. Candidate’s priority order of choices for institutes and academic programs
  4. Availability of seats under different categories or quotas as per the candidate’s eligibility

Seats are allotted in online mode as per the merit and academic programs selected by the candidate in order of preference. The counselling sessions for seat allotment are conducted in seven rounds. The details of Seat Allocation are communicated later by MS or Email after the locking of choices.

4. Withdrawal of Seat Allotted

There is an option available for candidates to withdraw their seat by reporting at a reporting centre up to the 6th round of seat allocation. The refund is processed after a deduction of Rs.1000/- towards processing fee if the candidate wishes to withdraw and the counselling process is closed at this point.

For a withdrawal request of seat allotment, the following details are to be provided by the candidate.

  • Withdrawal Request
  • Bank Account Details
  • Upload of cancelled cheque in JPG format
  • Candidate’s Signature
  • Parents’ Signature

5. Downloading the Seat Allotment Letter and Seat Acceptance Fee

Once the seat allotment is confirmed, the candidate will be required to pay the Seat Acceptance Fee if he accepts the seat allotted to him. The payment can be made through Debit Card, Netbanking or e-Challan option.

The Seat Acceptance Fee of JEE Main counselling 2019 for different categories are mentioned below:

  1. General Category – Rs.35,000/-
  2. SC/ST/PwD Categories – Rs.15,000/-

6. Reporting at the allocated Institute

Following the allotment, the candidates have to report to the centre they are allocated for document verification. After the verification is complete, a provisional admission letter will be handed over to the candidates. Finally, the candidates will have to report at their allotted institute for admission confirmation.

JEE Main Counselling Eligibility Criteria

For B. Tech (Paper 1)

To be eligible for the JEE Main 2019 counselling for B. Tech academic course, the following criteria are to be fulfilled by candidates opting for the same.

  • You are required to score the cut off marks in Paper 1 of the JEE Main 2019 examination
  • Also, you must have secured at least 75% aggregate marks in class XII with Physics and Mathematics as compulsory subjects, along with one of the subjects – Chemistry, Biotechnology or Biology
  • For SC, ST and PwD categories, the candidates are required to secure at least 65% aggregate marks in class XII with Physics and Mathematics as compulsory subjects, along with one of the subjects – Chemistry, Biotechnology or Biology

For B. Arch (Paper 2)

To be eligible for the JEE Main 2019 counselling for B. Arch academic course, the following criteria are required to be fulfilled by candidates who opt for the same.

  • You are required to score the cut off marks in Paper 2 of the JEE Main 2019 examination
  • Also, you must have secured at least 75% aggregate marks in class XII with Mathematics as a compulsory subject.
  • For SC, ST and PwD categories, the candidates are required to secure at least 65% aggregate marks in class XII with Mathematics as a compulsory subject.

For IITs, NITs, IIITs and GFTIs

The percentile score of a candidate is the score of the candidate concerning the number of students.

JEE Main Seat Allotment Process

The candidates fulfilling the above mentioned eligibility criteria will be able to go through the counselling procedure for getting admissions to 97 participating institutes. This includes 23 IITs, 31 NITs, 23 IIITs and 20 Other-Government Funded Technical Institutes (Other-GFTIs). This counselling will be carried out in seven rounds. Successful candidates will be offered admissions to around 36268 seats in the participating institutes of JoSAA 2019.

JEE Main Counselling Rounds

JoSAA will conduct 1st through 7th rounds of seat allocation for academic programs offered by Institutes under JoSAA 2019. The candidates will be allowed to accept or withdraw their seat allotment by the 6th round of counselling after which the seat allotment will be considered final for the candidate.

For participating in subsequent rounds, a candidate is required to fill option for ‘freeze’, ‘slide’ or ‘float’ the choice of an academic program.

  • Freeze – This option is available for candidates who accept the allotted seat and don’t want to participate in further rounds of counselling
  • Float – This option is available for candidates who accept the allotted seat but wish to participate in further rounds of counselling for higher preferences
  • Slide – This option is available for candidates who accept the allotted seat and wish to participate in further rounds of counselling seeking for better options in the institution they are allotted

Counselling Round 1 – The JoSSA calls for candidates to participate in counselling based on the JEE Mains Rank scored. The candidates who are offered a seat can download the provisional seat allotment letter and produce it at the reporting centre.

Counselling Round 2 – The seats that are not filled in the first round of counselling are available for candidates who participate in the second round of counselling. The candidates can accept or withdraw their seat allotment in this round.

Counselling Round 3 – The seats that are left vacant in the second round are available to be filled by candidates who participate in the third round, and the candidates can choose to accept or withdraw the seat allotted.

Counselling Round 4 – Same as above for seats left vacant in the third round.

Counselling Round 5 – Same as above for seats still left vacant in the fourth round.

Counselling Round 6 – The seats that are left vacant in the fifth round are available for candidates who participate in this round. The candidate is allowed to accept or withdraw the seat allotted to him.

Counselling Round 7 – The seat allotment in this round is considered final, and no withdrawal is allowed. The candidate should report at the reporting centre with the documents for verification, seat acceptance and admission confirmation.

JEE Main Counselling- Documents Required

The following documents are to be carried to the reporting centre for verification:

For NITs and other GFTIs

  • Three passport size photographs
  • Class XII performance check (format given in Annexure 7(b) of JoSSA)
  • Provisional seat allotment letter
  • Undertaking by the candidate
  • Proof of seat acceptance fee payment by online net banking of State Bank of India (SBI), debit cards issued ONLY by SBI and E-Challan by SBI (For SC/ST/PwD: Rs.15,000/- For others: Rs.35,000/-)
  • Photo identity card (issued by government agency/last attended school/Class XII admit card)
  • Admit card of JEE (Main)
  • Scorecard of JEE (Main) (downloaded from JEE (Main) portal)
  • Date of birth proof (Class X marks sheet)
  • Class XII (or equivalent) board marks sheet; if available, pass certificate
  1. “State code of eligibility” is determined using qualifying examination certificate.
  2. Indian nationals who passed the qualifying examination from Nepal/Bhutan or an institution abroad must bring a passport. Permanent address given in the passport will determine state code.
  3. The candidates having Senior Secondary Certificate from the National Open School must bring proof of the place of examination centre of the final examination to determine the state code.

JEE Main Spot Counselling

JEE Main Spot counselling is the last refuge for candidates to secure a seat if not allotted in previous rounds. This facility is made available by the JoSAA for candidates if seats are left vacant after the rounds of JEE Main counselling is complete.

Candidates who did not appear for the normal counselling sessions can appear for spot counselling. They have to register if they are applying new, lock the choices and make the payment before the last date mentioned by the JoSAA. For spot counselling sessions, the candidate must be physically present in the venue.

The spot counselling also provides the candidate to change the branch or institute if they wish to. There is also no refund of participation fee for main spot counselling.

FAQs related to JEE Main Counselling and Seat Allotment

1. I have qualified in both the JEE Main and Advanced Examinations 2019. Should I register to participate in JoSSA counselling for admissions in IITs, NITs, IIITs and GFTIs?

Ans. Any candidate who would like to get admitted in IITs, NITs, IIITs and GFTIs should register themselves for JEE Main counselling in the JoSSA website.

2. Is there any payment for JoSSA registration and choice filling?

Ans. No, there is no fee required for registering with JoSSA for JEE Mains counselling and choice filling.

3. When do I require to pay to the JoSSA and how much should I pay?

Ans. If you are offered a seat in the seat allotment process, then you are required to pay the seat acceptance fee and to report at the reporting centre for document verification. The seat acceptance fee for general candidates is Rs.35,000/- and for SC/ST/PwD candidates is Rs.15,000/-.

4. Will my JEE Rank change if there is a change in my XII exam marks after re-evaluation?

Ans. There will be no change in your JEE Rank as the JEE Main rank does not depend on your XII marks.

5. Can I unlock my choices after I have locked my choices of institutes and branches?

Ans. Once the choices are locked, you are not allowed to unlock. If you don’t lock the choices before the last date, the saved changes are automatically locked before the completion date.

6.  Can I participate in the spot counselling session if I am already allotted a seat in the 7th round of original counselling by the JoSSA?

Ans. Yes, you can participate in the spot counselling session by paying an additional participation fee even if you are allotted a seat already in the seven rounds of counselling sessions organized by the JoSSA.

7. Can I appear for spot counselling if I have not appeared in the 7th round for seat allotment?

Ans. Yes, you can appear as a fresh candidate for spot counselling. The previously allotted seat by the JoSSA will be cancelled, and the participation fee will be adjusted against the seat acceptance fee that is already paid.
